ESSENTIAL DUTIES & RESPONSIBILITIES
Program Oversight & Operations
- Oversee daily operations of integrated Housing and Employment Services programs.
- Implement and interpret agency and county policies, ensuring compliance with CalWORKs, HSP, and FS program guidelines.
- Ensure operational processes, reporting, and workflows support program goals and client outcomes.
- Coordinate activities between housing services, employment services, community partners, and county stakeholders.
- Monitor data for accuracy, produce performance reports, and ensure timely submission of required documentation.
- Facilitate regular communication and knowledge sharing between departments to ensure seamless project delivery and alignment.
Staff Leadership & Development
- Supervise, coach, and support staff including Employment Training Advisors (ETAs), Housing Case Managers, Leads and Program Assistants.
- Provide mentoring, training, and professional development to ensure staff meet program expectations and performance metrics.
- Monitor workload distribution and ensure staff adhere to program procedures, quality standards, and documentation requirements.
- Foster a positive, collaborative, and client-centered team culture.
Client Services & Program Quality
- Ensure participants receive comprehensive case management including housing stability support, employment readiness, crisis resolution, and access to community resources.
- Support staff in conducting assessments, determining program eligibility, and developing individualized service plans.
- Oversee the coordination of rapid re-housing activities, including housing identification, landlord engagement, and financial assistance processing.
- Provide guidance on complex or escalated cases and collaborate with County Eligibility Operations when necessary.
Compliance, Reporting & Quality Assurance
- Maintain strong understanding of CalWORKs regulations, County Program Guide (CPG) requirements, and funding requirements.
- Conduct quality assurance checks on case files, service plans, housing documentation, and employment services activities.
- Validate and compile monthly reports documenting program goals, metrics, and service outcomes.
- Coordinate audits, ensure accuracy of data entry (CalSAWS, CERMS, internal systems), and follow up on corrective actions.
Community & Stakeholder Engagement
- Build and maintain relationships with landlords, community agencies, training providers, and supportive service organizations.
- Represent the agency with county departments and external partners to enhance service coordination.
- Ensure effective communication with staff, clients, county representatives, and community partners to support client progress.
REQUIRED SKILLS & COMPETENCIES
- Strong leadership and team‑building abilities; able to motivate, coach, and support diverse staff.
- Professional empathy, cultural humility, and a client-centered approach.
- Strong organizational skills and high attention to detail.
- Ability to interpret federal, state, and county regulations and implement program compliance.
- Proficiency in reporting, data analysis, and documentation of program performance metrics.
- Ability to manage multiple tasks, resolve conflicts, and maintain professionalism in high-pressure environments.
- Strong written and verbal communication skills; the ability to interact effectively with clients, staff, and stakeholders.
- Ability to learn and use specialized databases (CalSAWs CERMS) and Microsoft Office applications.
EDUCATION & EXPERIENCE REQUIREMENTS
- Bachelor’s degree preferred; however, a 2-year degree plus at least 2 years of supervisory experience may be considered.
- Minimum 1 year of supervisory experience in housing services, social services, employment programs, or CalWORKs/TANF programs.
- 3–4 years of case management, client services, or related experience preferred.
- Experience working with vulnerable populations experiencing homelessness, employment barriers, or family stability challenges preferred.
WORKING CONDITIONS
Must reside in San Diego County
Office-based environment with possible field work and site visits.
This position requires full-time (Mon-Fri) in-office work, from 8am-5pm.
Local travel may be required to support program needs, community partners, or housing locations.

Compensation:
Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides a reasonable range of compensation for this role. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.
Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role: $70,300 - $82,600. In addition, PCG provides a range of benefits for this role.
