Operations Supervisor

On-Site Supervisor, Title IV-E Per Diem Unit

The position of Title IV-E Per Diem Unit Operations Supervisor, will primarily be located at the on-site PA Office of Children Youth and Families, Harrisburg. The supervisor is responsible for the supervision of the Title IV-E Per Diem Unit and processes. This individual works under the supervision of the PCG Operations Manager as well as under the direction of the Office of Children, Youth and Families. This dual reporting relationship requires transparency, direct and frequent communication, and an orientation towards collaboration. The following outlines specific expectations for the Operations Supervisor.

Specific Responsibilities/Expectations:

Supervisory responsibilities include:

• Actively participate in interview process of employees assigned to the OCYF office under the Title IV-E Compliance Contract.

• Plan, organize, and direct the activities of assigned staff and distribute work flow accordingly.

• Maintain oversight of on-site staff who are assigned to Title IV-E Compliance Contract.

• Maintain and provide supervision of on-site staff assigned to report to per diem/floater position.

• Provide on-site training for staff assigned to report to the per diem/floater position.

Project Responsibilities include:

• Provide oversight of the process for analyzing and approving Title IV-E per diem packets submitted by providers to OCYF.

• Provide technical assistance to private and public out-of-home placement providers pertaining to Title IV-E rate setting process, contract analysis and invoicing as necessary.

• Provide federal policy, procedure, and regulation consultation as needed.

• Ensure that assigned staff reach and maintain productivity and goals.

• Develop and implement special projects assigned by OCYF.

• Manage ad hoc projects as requested by OCYF.

• Respond to requests from OCYF in a timely and professional manner. Act at the direction of OCYF fiscal management supervisor, OCYF contract manager and OCYF Fiscal Bureau Director.

Communication and reporting responsibilities include:

· In general, this individual must consistently communicate with both the PCG Operations Manager and OCYF Fiscal Management Supervisor regarding daily work and performance.

• Participate in regular check ins with OCYF Fiscal Management Supervisor and monthly status reports with OCYF contract manager.

• Participate in weekly one-on-one supervision meetings with PCG Operations Manager.

• Participate via phone in PCG internal meetings and in person in the PCG Harrisburg office when required.

• Participate in OCYF meetings as required by Fiscal Management Supervisor or Contract Manager.

• Maintain open communication with OCYF and PCG teams as it relates to Title IV-E Compliance Contract.

• Be a resource to sub-contracted staff with questions, or concerns related to payroll, PTO, benefits etc.

• Excellent written communication and presentation skills

• Flexibility to shift tasks when priorities change.

• Critical Thinking and Data Analysis Skills required.

• Ability to multitask and manage fluctuating workloads effectively.

This is a hybrid position requiring 2-3 days per week in office in Harrisburg, PA

Compensation:

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides a reasonable range of compensation for this role. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.

$53,500 - $70,000

PCG does not sponsor newly hired foreign national workers for work authorization, including H-1B sponsorship.
