The Opportunity
- The Public Programs Manager plays a vital role in ensuring that KIPP SoCal schools not only meet local, state, and federal compliance requirements, but also turn those requirements into opportunities for stronger systems and better outcomes for students. In this role, you’ll provide training, coaching, and hands-on support to School Success Team (SST) members and school staff, helping to build policies and practices that are both compliant and high-quality.
- Beyond compliance, the Public Programs Manager is deeply engaged in policy analysis and advocacy. As a member of KIPP SoCal’s Policy Planning Group, you will track and evaluate local, state, and federal legislation to guide both advocacy efforts and organizational practices. You’ll monitor school board meetings, legislative hearings, and State Board of Education sessions; synthesize emerging policy, legal, and regulatory developments for our regional and school teams; and contribute to writing briefs and materials that shape KIPP SoCal’s voice in education policy.
- As part of the External Impact Team, you will report to the Associate Director of Accountability & Compliance, manage the Compliance Associate, and collaborate with colleagues who share a deep commitment to educational equity.

Essential Functions: Local, State, and Federal Program Compliance
- Write all state- and federal-level compliance plans including but not limited to: Local Control and Accountability Plans (LCAPs), federal plans, Title III plans, etc
- Assist with writing and preparing charter renewal petitions and related documents
- Monitor implementation of LCAPs, Comprehensive School Improvement (CSI), Additional Targeted Support and Improvement (ATSI), and other schoolwide programs
- Assist in tracking schools’ progress toward measurable pupil outcomes and renewal, in light of performance on the California School Dashboard
- Maintain up-to-date calendar of application and submission deadlines
- Lead the preparation of Federal Program Monitoring and Williams Monitoring visits and other reviews
- Gather all needed information for reporting performance on the California School Dashboard’s state and local indicators to KIPP SoCal’s governing board
- Serve as point-person for programmatic compliance requirements of all federal and state funding (with the exception of funds relating to expanded learning)
- Partner with fiscal compliance team to ensure fiscal and programmatic alignment across all federal and state programs
- Develop expertise in California’s school accountability system, particularly as it relates the California School Dashboard, AB 1505, and charter renewal
- Collaborate with the Associate Director of Accountability & Compliance and Director of Policy & Authorizer Relations in developing a risk-assessment system for charter renewal
Essential Functions: Application & Reporting
- Seek out and assess opportunities for additional public grants to support KIPP SoCal’s priorities and vision
- Gather local, state, and federal data on achievement, demographics, and other socioeconomic factors to aid with grant writing
- Responsible for leading grant application processes including narrative writing and submission
- Perform other duties as identified in order to meet team goals
Essential Functions: Supporting a Culture of Accountability and Compliance
- Manage, train, and support Compliance Associate
- Train school-based site coordinators, school leaders, and others as needed on program-specific compliance
- Create materials to help stakeholders (e.g. school leaders, Board members, leadership team members) understand public grant and other compliance requirements
- Collect data on best practices for program implementation
- Attend and support school-based meetings such as, but not limited to, Title I and III, LCAP stakeholder meetings, and Advocacy and Community Engagement events
- Complete on-going compliance audits of program attendance, agenda items and storage, and maintain documentation of audit outcomes for public programs dashboard
- Create and maintain a master calendar of all reporting deadlines
- Maintain and organize all reports, audits and survey documentation
- Maintain systems for changes in reporting requirements, tracking changes in documentation
Essential Functions: Policy Analysis
- Participate in KIPP SoCal’s Policy Planning Group, a team of leaders who track and evaluate local, state, and federal legislation to guide advocacy efforts and ensure compliance with new education laws
- Monitor legislative and public agency hearings related to education policy, such as local and county school board meetings, legislative committee meetings, and State Board of Education meetings
- Synthesize new legislative, legal, and policy developments for KIPP SoCal’s regional and school-level teams
- Assist with writing briefs and other materials used in KIPP SoCal’s local, state, and federal advocacy efforts
The Qualifications
- Bachelors degree preferred
- At least 6 years work experience in education, compliance or related field
- Previous supervisory experience preferred
- Strong organizational skills and attention to detail
- Strong project-management skills with a demonstrated ability to manage multiple projects simultaneously to meet and complete deadlines
- Ability to work with varied populations, such as administrators, teachers and parents
- Exemplary communication skills appropriate to engage a variety of audiences, including senior leaders and external audiences
- Strong writing skills, with the ability to synthesize large amounts of technical information into compelling narratives

Benefits & Compensation
- KIPP SoCal Public Schools offers a competitive salary commensurate with experience in a similar position. The salary range for this position is $72,800 to $109,100. New hires are typically brought into the organization at a salary between the range minimum and the salary range midpoint of $90,950 depending on qualifications, internal equity, and the budget allocated for this role.
